After Vullo, why is NYDFS still suppressing speech?

Brian Knight has published a new op-ed in American Banker today, questioning the The New York Department of Financial Services (NYDFS) for not taking down guidance advising banks and insurers to avoid doing business with the NRA, despite the recent Supreme Court ruling in NRA v. Vullo suggesting this guidance is likely unconstitutional.
